If you have an iPhone, it’s built in, but hard to find. Go iMessage yourself, tap the camera icon, then the effects button (looks like some kind of flower), filters, comic book.
If you have Adobe illustrator, you can get the same effect with image trace.

Which iPhone do you have... :( I think mine is too old. I run photoshop elements unfortunately.

It is very cool. I was working on something for someone and that would be a great way to convert an image.
