If you’re asking if it drops in between the bulbs, it doesn’t. Can take it down for a better picture if need be. Will look for the light you recommended. I also have a few dome spotlights if the basking isn’t adequate that I can put up.
Run the uvb across the middle of the cage. then you want a 8-9 inch distance to the closest branch below the new fixture and UVB. This will put the cham in a 3 UVI level.

Oh and to get back to the other questions... Fans on top pulling air out is good.
4 hours at night is good as long as temps are below 67... I feel like this species needs cooler night temps anyways and @DocZ is who I would bug about that.
But to help cool at night some people will put ice packs on top of the cage. I personally have my cage in my room. All vents are closed in there. I can get the room to 63 and the cage to 65 with the door closed. If I need to drop temp I crack a window as long as it is not smokey outside.

It is not an easy thing to do with just ice packs. I never had any success. All summer I run an airconditioner in the room 24/7. All winter I am pulling curtains open at night so the cold pours into the room and cracking window. Closing vents and the doors. Still hard to achieve when your attempting to heat your home lol.

Fair! Not sure about leaving the balcony door (living room) open because of finicky plants half of the top is covered by the shower curtain. I put the ice pack under the shower curtain and it’s at 67 but may consider moving it to my room as it’s colder in there.
Thanks for taking so much time for me and I’m looking forward to @DocZ insight as well!!
For dropping the temperatures a bit further, I had some results last summer with aquarium cooling fan. Just let it blow into the cage, my jackson even loved to sleep in that air flow.
I used the one with 2 fans, they´ll drop temps a few degrees

Does he have a favourite sleeping spot? If, you can make sure the fans are blowing directly at him. As far as I know, is RI more generated in combination with a few factors. I.e. high humidity with high temps (therefore always fogging when temps are below 67) or stagnant air or even draft. Both my montane species seek up the air flow of the pc fans to sleep in, however these aquarium cooling fans blow harder then pc fans. I mounted it on top of the enclosure and blow down / into enclosure. There are even theories about the benefits of simulated airflow with montane species, start reading from #47 https://www.chameleonforums.com/threads/oops-kinyongia-boehmei.173893/page-3 especially #53
