Buy some 1/4" crickets from Josh's at the same time. I find it hard to believe that you've only been feeding pinheads. A pinhead cricket is only the size of a pin head, approximately 1/16".
Why are you only feeding her pinhead sized crickets? She is big enough to be eating 1/4" - 1/2".
I would also be giving her BSFL and possibly small silkworms. Change up her diet, feed her more
and hopefully she'll start growing.
If your chameleon lays her eggs in the bioactive enclosure they will be eaten by the CUC if not removed within hours. Your best bet would be to return the laying bin and pray she uses it.

I would buy a dimmer switch for your basking bulb. You can leave in the same location and just turn it down to the correct temp.
