I’d take that perlite out of the substrate. The Cham will get curious seeing isopods. And might eat one or go chasing food down there. And It might miss and ingest perlite which also floats to the top of the soil. And will cause impaction. You should also get more leaf litter for the bottom...
I have a metal top screen with a 12% t5 on 1 inch blocks sitting on top of the screen. And his main/top branch is 6-7 inches from the top. And that branch usually reads 2.7-3.0

Is your top screen metal? If so, that 5.0 bulb is not strong enough to penetrate through.
Put the fixture directly on the top screen until you order or get a stronger bulb. Also Amazon allows payments for the solar meter.
Where did you get the male from? The juvenile pic looks like an ambilobe/nosy be cross.
And as for the male hissing when he sees the female… feed him less fatty foods and restrict his food a bit. His fat pads look swole.😂
And you can also try putting her in his enclosure.
I think you’re fine. Not sure how your lighting fixture is mounted. But you can also lower the lighting closer to the enclosure to stretch out the longevity of your bulb since you have a meter.

I have a small spider plant that has the roots wrapped in moss that I keep inside his travel container. Helps keep the humidity up.

Home Depot and Lowe’s have sheets of corrugated plastic that you can cut to size of the screens. To help keep in the humidity for your screen enclosure.
They are ok. My experience with them hasn’t been great. They were sparse and ill informed about lineage. I was also sent the wrong locale which I ultimately kept because of attachment issues.lol. But I’ve heard from other customers/breeders that they had similar issues.🤷🏻♂️
