Never seen silkworm eggs that have dots like that. It’s most likely sharpie marks when the person was counting them. Counting eggs manually is far too time consuming...

A 1/2 lb bag is good for up to 1000 worms if your plan is to feed them off at about 1/2”. Buy more if you plan to grow them larger or breed them.

Depending on how you raise them, you will likely need to refrigerate the eggs for about 60 days before hatching.
USPS has been decent for us so far - excluding the Los Angelos distribution center. We had a whole group of orders shipped at the same time that all got lost for a week. Kinda wonder if they left them in a truck in some parking lot.
