At this point I would contact the people you got him from, they sold you an unhealthy chameleon. This sounds like something that would have started well before you got him but he is now declining fast.

How long do you mist for and what do his urates look like? What about the suppliments?

They are pretty fast and more active than the dubia. They are a reddish brown but very shinny whereas the dubia are dull matted.

Veileds will eat fruits and veggies. I cut mine up and just put them in a dish in his cage. You can also hang greens from a clip.

60 is perfectly fine. You do not need a ceramic heater. As long as he has a basking spot to warm up in the morning he will be fine. The other two lights are fine but you MUST KNOW what temps his cage is. Especially the basking temp needs to be right. You can use carpet but just watch that...
