Like Mike said, your best bet is the Arcadis setups.
This is what I use. For a cage that size, you can do the 12%. Just make sure you have shaded spots (live plants like a schefflera) that they can hide under when they want. It also has a 6.5k bulb to help with live plants...

However, you may wanna run to your local Hobby Lobby (or even Michaels). They have a bunch of vines with bigger leaves. Hobby Lobby has 50% off quite a bit.
Regarding your pothos not growing, do you have a plant bulb? I have this double fixture that has UVB as well...
They may mellow out eventually. Or, that may just be their attitudes.

When I re-potted my schefflera I had the same issue. There were those tiny fert beads that were deep in the roots. I couldn't get them all, and have not had any issues.
Get off as much as you can. Wash all leaves with warm water and soap. Re-pot in organic soil. Cover soil with river rocks, and you should be good to go. :)
Definitely do away with the waterfall. They'll drink droplets of water off of leaves when you mist. Also, when running the dripper, make sure it's dripping onto a leaf.
Like I said, a live plant is ideal. Looks nice. The leaves hold water droplets better than fake leaves. And the live plants...
Nope. No blue bulb. And there should be no light on at all when he's asleep.

That light isn't sufficient enough.
You want two fixtures. One for the basking light (can be a regular house light) and you want a linear tube UVB bulb. This is a great setup. Also has a 6.5k bulb in case you wanna add live plant.
