Are you handy enough to open the pump head and inspect the pump diaphragm? It could be torn or damaged it sounds like.
Could also be stuck and need lubrication with some type grease or something... maybe a water based lubricant to get things moving.
If you have to replace the pump anyway...

To do this, start your pump and while it's running remove the push-to-connect fitting right before the last/highest mist head. Once water is consistently flowing out...
Did you purge the lines of air at the furthest mist head? I have to do this after my reservoir runs dry.
The air in the lines won't open the check valve inside the mist head so you need to purge that.
So I'm needing to redo my enclosure from a 2x4x4 to a 2x2x4 and it has taken longer than I wanted.
