You probably can at that size, I started my 3-ish inch long veiled in a 4x2x2 (I was simply unaware of the fact they should be started in a smaller cage) but he's doing fine and seems to like it!
I'm definitely not an expert(so don't think this is the for sure solution) but from what I've read you should have you're lights on and off for 12 hours. That could possibly be it and he's just tired. Were his eyes closed close to his lights off time. Or during the middle of the day?
I would probably also put more branches towards the from and back of the cage, think about how large the cage is and how many possible climbing options he could have! Also maybe putting a pothos plant on one of those ledges for more coverage? How many crickets do you feed him? When my Cham is...
