Yes i think he could be it takes time trust and also rub him under his chin carefully talk to him never get in his face and do slow movements so he always knows what your doing and are not trying to harm him in any way

I think its just puberty because mjne is 7 months old and a male veiled chameleon their very moody and independent at that age though mine was more loving then he is now
