I would really think again about Flap necks. They are most often WC and much more difficult to take care of than a female veiled. If you are willing to listen and not take everything personal, I would get a male veiled or Panther.
More than likely a Wild Caught. The marks on the face look more like rubbing to me, which indicates trying to escape. Burn or rub, both are very common with Wild Caught.
I use a small pump, like Tom's aqua lifter, attached to a flow regulator. It drips at whatever rate you want (More for Jacksons, less for Panther). I have the pump attached to a cheap timer, I think the whole set up cost me ~$10. I found the pump on Amazon for $2.

Another thing that you may want to look at is your local classified section. I know that near me there is a guy who sells mediums for around 5 cents and Large/Adults for 10 cents each, so that is a MUCH better deal than any of the mail order places.
I have found that my dubias do best right around 100. 70-75 is too low. They will become very lethargic at those temps. 115 will make them speed up their lives, but shouldn't kill them.
Blue Bottle flies. These are the best for going on vacation. They will hatch, fly up, and feed your cham while you are gone. That being said, 4 days without food for a healthy ~1 year old veiled is no problem at all.

I would keep his temps down. Roaming around is pretty normal for jacksons. Just sitting with his mouth open is him trying to cool off or could be a sign of a RI.

Yes, through the glass. Get a glass drilling bit. That cage is also too small for him. I keep my jacksons in 24X24X48 and they would prefer it bigger still.
Yeah, the cage being too big is the least of your worries. He needs some more food and water for sure. What sort of drip system or mister do you have set up? How much are you feeding him a day?
Don't use a fogger. I've found they cause a lot of RIs. If you are using live plants, I'm sure the humidity is just fine. Check out humidity ranges in Yemen. Getting mad and running from water is pretty standard. Even my Jackson's have a love/hate relationship with it.
There are many threads on this that you can look up and find more detailed responses, but to put it simply, food. Hand feeding is the best way to calm them down. They come to associate your hand with something good instead of just a large predator coming in to harass.
As for the WC status...
This is interesting and makes me wonder if there is a big social difference between Jacksons and Panthers in the wild. My Jacksons have always been fine together, where as my panthers hate every other chameleon unless they are ready to mate. I know that in Hawaii, Jacksons are found in pairs...
