I wish I knew what to tell you but I don't. Like the others stated it appeared to be a burn but if it is coming and going I have no clue. I would take him to a Vet better safe than sorry. Good luck and keep us posted.
I feel your pain. We thought our hairless cat got out last night only to find out she had been locked up in our guest room. Its heart braking when you loose a pet. I hope you find your little one soon best wishes.

Agree. There is defiantly negligence on some one’s part some thing like this should have not happened I know in the State of Florida landlords are required to anounce any time they are going to allow some one in to a renters space or appartment not sure what the laws are in your State.
