Maybe you could figure out a way to get that bigger stick in the back to hang from the top so it can fill up the upper part of the cage.
The part near the bottom seems like it would be un-used and is jsut taking up bottom space.
This actually could work. I did something like this for my first chameleon and it worked out fine. I used a hamster cage tho, one with a plastic bottom.

A chameleon needs two different sources of light. One light for UVB and one for Heat.
The tube light, preferably a reptisun 5.0 TUBE, works perfect if placed 6-8 inches away.

Good news, all seems to be fine in my chams cage once again. He now has his eyes open and is drinking, exploring, and eating. This is only day one, so I will be on the lookout tomorrow.

So I added, both the vapor/fogger humidifier and the cool mist humidifier and they both seemed to have helped a lot.
Humidity is now 40% (all day today so far) and his mists are now at 7:30, 2:00, and 5:00 (10 mins.)
His cages temps are rangiing from about 73-85 at basking. I...
I think it may be possible, but extremely difficult. You would have to have a totally controlled environment, i.e. no natural anything, temperature, humidty, light, uvb.
I do know that some plants are grown like this, using a room inside of a room method, so I know it is possible...
