UVB meters are indeed pretty expensive, but can make you save a lot of money when you have a few chameleons! Here, i have a few bulbs that are approximatively one year old, and are still irradiating a very good amount of UVBs. This means i already saved a few hundred dollars, which i couldn't...
I believe you should still get rid of the red light. No matter if you use it during the day or at night, the light isn't close to natural sunlight and may cause eye problems. And from what i read, you obviously look like someone who wants to take great care of his chameleons, so if i were you...

No matter what it could be, a vet visit is definately in order. Chameleons are pros at not showing signs of sickness, and while your chameleon still looks relatively fine, his immune system may be not doing very well.
