The current bulb is an eco smart 65 watt bulb and it's only getting to 80-83. If I buy a 75 watt bulb and place it far from her basking spot that will get to mid-high 80s.

Next time you get a pet please do research online. Don't go to the store not knowing a single thing about chameleons. If the employee told you that the cham didn't need plants and you had done your research, you would have instantly recognized the misinformation, gotten the proper plants for...
She looks extremely dehydrated. I don't see a single plant in there which would explain her being stressed and not wanting to eat. Anyone who has done the slightest bit of research would know that chameleons need lots of plants in their enclosure.
