Jerm, how does the bubble stone in water work? I was wanting to try that, but I'm not sure...

Whenever my Chams are shedding, I raise the humidity up to around 70-80% to help them out. And non-shedding days it is usually around 45%. Or if I'm not busy and the Cham is shedding, I will put him in the shower.

That should be ok since he is a young one right? You really don't need to go purchase those fancy basking bulbs, common regular household bulbs will work fine, like you said you have. :D

Hey mrodge, as Brad said, try cup feeding. Also, is your Cham in a aquarium? I think that wouldn't be such a good idea to have a fogger inside of an aquarium.
