I use the reptisun T5 HO and love them. You may also want to look into a solarmeter it does help to know if your light is putting out any uvb, i have had new bulbs that light and put no uvb out.
I have done this before , just apply gentle pressure on the skin under the mouth of the chameleon and have the syringe ready. They don't like to keep there mouth open long so be ready, and slowly feed her.
I use Reptisun 5.0 T5 HO with Lugarti T5 uvb light reflector and love the combination.

From what i can see you need to add more Branches and cover so he will have places to hide when he feels scared and larger cage too. It should look like a jungle lots of places to hide, and when he feels safe he will come out.
You could try flushing his eye out with bottled water. Also i would use a zoo med fogger at night to help with humidity and make sure you mist him at least four times a day . dehydration is a problem with chameleons , i use a mist king mister and that should solve the problem.
I am having troubles with one of my males , He wont show any interest in any female i put in his cage. If i leave her in his cage at some point he will go after her. I also tried putting both of them on a tree branch and he will still go after her. Just seeing if any body has had this problem ...
