I just use natural spring water.. and the night bulb I use doesn't give off hardly any light. It's like a purple light but it isn't bright at all. plus my house is only 60 somethin degrees
my vet told me when my chameleon was younger to give him more vitamin supplement than calcium and when he got older to switch to more calcium. Sorry if I was misinformed I'll research it.
are you still having problems with your cham? Mine is having similar problems right now. They get dehyrdated very easily, especially if you haven't had a drip system (which is definitely the best for chameleons). How often do you witness him drinking? Dehydration could explain the eye problem...
mine has elbows that have a different scaling on them too.. I dont know if Id describe it as crusty though, just a little more rough than the rest of him. I was told by the vet that it was normal. hope that helps

His eyes dont seem that much better when he's out of the cage, he does keep them open more though because he's curious and wants to walk around. But I use a Zoo med basking spot light and a Zilla heat bulb for night. The UVB light is Zilla as well and it's just a long tube.
