Are halogen bulbs good it bad for chameleons

Yes they are great for basking bulbs. They are alot more efficient than incandescents, and have truer colors. The trick is to get the right flood light pattern to heat up a 6-12" wide spot, while keeping basking temps correct.
 
I got my first halogen bulb and it seems brighter than any other ones that I've bought. Are they safe?
Also make sure to not have it to close to the basking spot you need to get these dialed in correctly with the cage It will actually burn the chams skin easier than most bulbs

Were you thinking of a mercury vapor bulb? A halogen bulb doesn't produce heat differently than other incandescent bulbs would. There are halogen "flood" style bulbs and "spot" style bulbs. The flood produces a wider beam of warmth/light. I use these rather than the spot, which has a tighter beam. I feel the flood gives the cham a bit more choice in how close it can perch to bask. A tight spot may force the cham to sit directly under it to get the heat.

Floods good.

Spots *can* be bad if the animal is too close and the heat is too concentrated.
