Are you referring to T5 HO flourescents?

If so, no. If you will be using a smaller cage, go with a 6% arcadia. Anything over 30" high I would move up to a 12% personally.

do you have to have a HO reflector or hood to use HO bulbs?

Yes as said it will not be too much. They do special T5 reflectors that have a different curve to the T8 reflectors. They require a special T5 HO ballast to run them.
