I believe so but you should wait for other users to post first cuz they more experienced than me.
 
Basil is not poisonous - we eat it all the time and bearded dragons and other herbivores eat it, too. Some people can get a contact dermatitis (skin rash) if they brush up against it so I suppose a chameleon could get some irritation if its eye rubbed against a broken stem. Most "herbs" (one can argue the definition) contain volatile/essential oils that can irritate, but I would not worry terribly. Just don't put it in a prime place where he will come in constant contact. The are flimsy plants and will break under the weight of a cham climbing around on it.
