Basking

I was watching my Nosy Be Cal while he was basking and for some reason he opens his mouth like he is sucking up the heat. He also rocks on it.

Why does this happen? Does any of your chams do this?

Also I a branch about 4 inches away from the basking light, but its 85 - 86 in the section, is this ok?
 
Doesnt it have something to do with venting heat? My jacksons does it all the time and it normal/optimal temperatures. I read that its totally normal, but can also be an indicator that its too hot. If your basking area temps are in range, then its probably not a problem. But if its like 90+ then its probably too hot.
