BROOKESIA PERARMATA?

That looks about right to me. B.perarmata seems to have a different head coloration than the body, and more dramatic ridges and spines along the helmet and back.

That's what was bothering me, too. B. peramata almost looks like it has a serrated crest which OP's totally doesn't have
 
As @Syreptyon suggested, this is a Brookesia decaryi. Its an endangered species that has a zero export quota, but is being sent out of Madagascar mislabeled as B. brygooi. There was a group that recently came in to California, so not necessarily surprising to hear some made their way to Tijuana, but it likely did so illegally, as they require CITES documents to cross international boarders.

It's a baby Brygooi s chameleon. Kind of similar to Parramatta in the armored leaf only they're a lot smaller.
