I emailed the owner. She/he seems very nice. I've only asked basic questions because I don't want them to get defensive. So far, seems like they genuinely want a good home. Maybe they would be willing to give chameleon to someone experienced who can help him.
What I have gathered so far- owner said they have had him for only a few weeks. Her condo doesn't allow reptiles. He has not been on any supplements/calcium etc. he eats large crickets.
 
Looks like in VERY bad shape. A rescue attempt may be too late, but I'd try it if they give it too you free. Good luck and I hope all works out well!
 
How do you make a new post to ask a question because I can't figure out how to do it. I'm new to the website and I have a question about my chameleon.
 
I got another pic of this guy. This one is supposedly more recent. The terrible pic the guy said was from his girlfriend taking care of him and letting him get dehydrated. So this chameleon might not be a total loss and maybe someone on here might want to snag him up. The owner is extremely nice and answered all my questions.

I'm about an hour and a half away from that town. I hate to see a cham in that bad of shape. I wonder if the owner is willing to meet half way.
 
I looked at the ad, there's no way this person is going to get $200 for this cham. They really should give it away to someone who has experience. This makes me so sad, I love my veiled.
 
I agree his price is wicked high for such a sad looking Cham, but the owner seems very reasonable. Maybe he would be willing to accept an offer or give the Cham to someone who can help him. I'm about an hour away but I really can't take in any more reptiles.
 
I wont buy him but I have experience and Ill take him. I dont think he can make a trip of any kind, tho. Maybe not even a car trip. I would pay for the shipping but i dont think he can stand it.
 
The owner said his rock bottom price is $150 for the chameleon and all his stuff. But he did say he would negotiate price if it is just for the chameleon. Maybe someone on here who already has the setup for a veiled chameleon could get just the chameleon for a reasonable amount.
