Can I feed my chameleon wax worms that turn black but are still moving

Do you mean they are still wiggling around but have become quite dark in color? This normally happens if they have been exposed to cold temperatures and yes you can feed them.

If you mean that they have turned dark brown and hard, then they are entering their pupa cycle and technically, yes, if your chameleon is interested, then he can eat them. Although some don't like feeding them in this stage because the outer membrane can be quite tough. So if your cham is young, I wouldn't recommend it.

If you mean they are deep black and don't move, then don't feed them. They are dead and will contain a lot of bacteria.
