Chameleon eye problem?

My chameleons right eye is constantly closed and I don't know what to do to fix it, it's inhibiting him from eating and I'm worried about him. He is pretty young, just over 3" from nose to vent.
1) my cham scratches his eye on branches, and bulges it around in his eye socket. Does this mean it's debris?
2) he hasn't been eating at all the passed few days and I am assuming this is because of his impaired vision inhibiting him from zapping his tongue accurately, however today I grabbed some tweezers and held a mealworm near his face and he bit it and he ate 2 of them. I am not sure if I am supposed to do that, but honestly it was an impulse thing because I don't want him to starve. I have a tray of food held up near him that he has easy access too all the time and I know he sees it, but doesn't seem interested. I'm kinda freaking out and don't know what to do.
3) I have cut back on UV light all together, and as a result it's been a bit cooler in his cage but I have been giving him warm showers, will cutting back on UV HELP eventually restore his vision? Or do you think since he scrapes and moves his eye around in the socket it's just debris? If it is debris how should I get it out?
 
From the sounds of it, he probably has debris in his turret. I'm not a vet though, not a lot of us here are. That would be your and his best chance to a solution, as it could realistically be anything from an infection to organ damage.

If it is debris, which hopefully it is, you're going to need to mist the hell out of him and hope he's able to work it out himself. If he's wiping his eyes on branches, you must also keep his enclosure clean. For misting, you can try the shower method, or very long sessions with a pump sprayer. A lot of people also have invested in automatic misting systems, which will help when you aren't around as a preventative measure.
