Enclosure Locaion in a Basement Apartment w/ Windows?

So I live in a basement apartment. My Chams cage is in a corner by the window which he can see out of when I open the blinds. In fact, since I've been leaving the window open more often I find him just staring off into the front lawn pretty frequently. The problem is that the front lawn sits roughly on par with where his favorite basking spot is.

3/4's of the world he's king at the top of the apartment. The other 1/4 he's on the ground floor. Probably confusing for the poor guy. Has anyone else had this sort of problem?
