Sorry forgot to ask the question. This is veiled 7 months old. Are these colours on his face normal?

I wouldn't call them abnormal.

I have a 7 mo. old panther who eats well, is active, and tries to get out of his enclosure (and it's a double-wide).

He seems to be in a STAR TREK phase... To boldly go where no chameleon has gone before!
(He's also checking out the nether regions of his enclosure where he's never been before).

With yours, it could be a husbandry issue; OTOH, he could just be more adventuresome. Some are more curious/bold than others—they're all different.
 
The black marks might be bug guts from his last meal. That is if he didn't sneak out and get a tattoo. You can try wiping it off with a damp q-tip or just see if it doesn't go away on it's own.
