Just buy a computer fan with a USB plug. They cost like $5, are quite, and very efficient. As far as outside in the heat, I place the outdoor enclosure in the shade and heavily shower the entire enclosure often. The other option, I place a few dozen ice cubes on top of the cage, and they drip as they melt. I just add a few new handfuls of ice every hour or so. The ice method is used only when it’s about 90-95 outside. Any hotter and I pull him in...but I use my A/C.
