So you need a totally different UVB fixture and bulb. Your using a compact bulb. They do not push the uvb far enough away. The cham would literally have to be sitting right below the bulb a few inches away to get the correct UVI level. which is dangerous if your using a double dome with heat in the other side because of thermal burn risk.- zoo med self ballasted lamp

You want a T5HO fixture and a 5.0 linear bulb for it. With this fixture the basking level is placed parallel to the fixture 9 inches below it.
Without the correct UVB lighting chams develop MBD. THis is a particularly horrible thing for them to go through and requires quite a bit of Vet care.
