Thought I might offer this observation- it was a pair of panthers, not veileds- but one of our male Sambavas, Rantabe (from the Loki line), sired his first clutch at 10 months. He was bred to a large virgin Sambava female, about a year and a half old. He'd been headbobbing when seeing her, like crazy. When we placed them together he road around on her back for awhile, like a monkey. Then finally figured out how to scoot his smaller self down to her business department. So, even if there's a size difference, they can still figure it out.
Of course, veileds grow quicker than panthers, and you may find that your young veiled male is not that much smaller than the female. Panthers grow more slowly, and sometimes don't begin to really reach their stride, in size and color, until about 18 months.
