How to clean a cage in snow

Hello all. As you may have read, I'm having issues cleaning my cham's cage. I live in Colorado and it's starting to get cold and snowy. I haven't cleaned his cage in a couple of weeks and his water capturing bucket underneath him is starting to overflow and there's a ton of crap in his cage. How would I clean it?
 
Get a $5 gasoline pump siphon, drain your bucket, take the entire cage, if it's a smaller screen type, clean out the large "debri" then give everything a thorough rinse in the shower, Chameleon inside the cage, still. Disinfect the shower.
If that isn't an option, drain the bucket, place the chameleon in a temporary safe spot, wipe out the worst of the debris, take out anything on the cage bottom, spray the bottom with hot water and white vinegar 50/50 mix. Let that sit and then come back and whipe it out. Repeat as many times as is needed to clean the bottom.
 
Does sound simple. Are you having some specific difficulty? Some people let their cham roam on a plant out side the cage (indoors in your area) while they clean.
