ID on this blue kenyan chameleon with horns?

We'd need a better photograph to be 100% confident, but based on the coloration, it appears to be a Trioceros jacksonii jacksonii.

I'm pretty sure it was taken by Thomas Marent and my google image search also thinks it was done by him. Perhaps you could contact him directly and ask him?

It is the same chameleon as the jacksons that is on this page on his site (if you look at the scales and patterns.)

I'm not very good at IDing jacksons, but perhaps this info will help someone who is better at it ID it for you?
 
With those additional pics I think Chris nailed it. Nominate subspecies of Jackson's.
