is this scale rot or a burn???

Did that just appear or has it been there for awhile? It’s a strange place for a burn. They usually get them on the top of their casque. I’d recommend a vet visit to get it checked out. Do you have a reptile vet already? If not, if you share your location, I might be able to recommend a good vet.

it only recently appeared, and i’m in dublin, ireland
 
Looks like a burn to me. You can see it on his side near his spine as well. They can appear on the sides like this if they like to bask at an angle. Vet would be needed if it is in fact a burn. You will want to double check your distance below the heat lamp and temps.
 
The little bit in the middle of the "burn" makes me wonder how it didn't get "burned"...also seems odd to me that the side of his face isn't "burned" as well. I'd get it checked out by a good chameleon vet and if it is a burn, get the vet to give you some flamazine cream to put on it.
