i have a reptirain set to mist every 3 hours for 15 seconds, when it goes off at night, it annoys my Cham, should it not be spraying at night?

Generally, it is not recommended to mist at night. Plus, you want to have a time that the cage can totally dry out, and night is a convenient time to do that. I stop misting at about 6 or 7 in the evening and give a longer misting in the morning.

Mist

so what you are saying is longer spray times less a day so that it doesn't go into the night?

Yes. For example, and this is what works for my chameleon so yours will vary a bit pending species and how humid your place is.
I run my mist king 7am,11am(10mins),3pm,7pm. All but the noted 11am spray for 5 mins at a time.

Also I'll add on,if I know I'm not busy I'll run the mister for 20-30 mins straight once or twice a week, mostly twice. I'm trying to measure the amount my bucket collects and what I put into the fill bucket for the pump to see if I'm matching close to annual rainfall amounts in his native habitat.

I had a very similar schedule, with one of the morning mistings being 15 minutes. The Reptirain doesn't give you quite that much flexibility since it only offers a few time settings and set hourly intervals, correct? I would set it for the longest interval at 3hrs.

To turn it off at night, can you put it on a timer strip that shuts off at 7pm and turns back on at 7am? Or would that interrupt the internal clock for the Reptirain?

PS - When you are ready to replace that system, look at the MistKing. It's fully programmable, so you can set 8 different automated misting times for any time and length you want. The basic package is about $110 with shipping and worth every penny.

PPS - The Reptirains have a bad reputation for leaking. I would recommend that you set the reservoir in a bucket or place it over something to catch any water, just in case.
