Are you getting a baby? It should be a decent size but 2x2x4 is going to be the adult enclosure size once it's older.

I'm not sure what the heating pad is for as I've read that they don't need it. You want to create a heat gradient from the top of the cage down. Heat on the bottom of the cage will make it hard to have that gradient.

You also need a uvb light, a tube light, 5.0 is recommended.

I'd definitely recommend looking through the enclosure forum threads as they have great information and the caresheets and enclosure caresheet has all the information you'll need.

Zoo Med ReptiBreeze Open Air Screen Cage, Medium, 16 x 16 x 30-Inches - Like Renn said, that will be ok for a little baby but probably not beyond age 5-6 months. You may want to look into ordering a cage from LLLReptile.com or DIYCages.com instead, the Reptibreeze cages have a reputation for rusting pretty badly, I don't know if they have fixed that yet.

Zoo Med Habba Mist Automatic Misting Machine - This mister has a pretty terrible reputation, I know it's more money but you'll be better off investing in a Mistking or Aquazamp system rather than using this for 4 months, having it break, and then replace it with something else. Either starter misting system will probably save you money over time.

Zilla Large blue light dome - Is this a dome or a blue light bulb? If it's a light bulb don't use any colored bulbs, they are unnatural and unnecessarily costly. A while household incandescent or halogen bulb will do the trick, and you can get one in the appropriate wattage at any Home Depot/Lowe's (usually a 40-60w will do for a baby)

As far as a light dome, again, you could get it at Home Depot as well since they are cheaper there. The only benefit that pet store domes have is some come with a ceramic top, which is safer fire-wise. So that's up to you. But if you're looking at one that's all plastic it'll probably be cheaper and of similar quality at a home improvement store.

Zoo med Small Heating pad - You don't need this at all, your chameleon won't use it and a basking bulb the better heat source.

Again, like Renn said you need a UVB bulb as well! The linear fluorescents are better than the coils or compacts.

Depending on how fast your cham grows, you will probably have to upgrade by the time they are 6 - 7-months-old.

I have never heard much good about these. If you can afford it I would go with an Aquazamp or Mist King.

You don't need a fancy light dome for basking. You can get a cheap one from the hardware store and use a regular 60W incandescent house bulb. You may need to play with the watts to get the proper basking temp.You will save money in the long run by not purchasing those $6+ a piece basking specific light bulbs.

Use the NeverWet for what, to coat the cage? I am not familiar with how that product would work on screen, I don't know it it's viscous and will end up covering the mesh holes (in which case you lose UVB and air circulation).

It's the adult size, so you wouldn't have to buy another one down the line. And if it's too big for a baby you can just raise up the acrylic bottom.
 
zoo med repti mist is garbage its more like a repti squirt i bought it thinking it would work but it shoots a straight stream of water and it is loud when it runs and to get the remote sprayer to work without leaks you need to be innovative (i just shoved a check valve in the top and attached a silicone tube to it) because i wasted the money on the repti mist i just use it as a dripper by placing it on the top of my enclosure and it dripps thru the screen.
