Keep him inside in the AC allot. I live in FL too and can only take my guys out early in the morning or in the evening.

What are your temps at right now? Top of cage, middle, and bottom. The bottom of your cage should be in the low 70s (ambient temp, average) and get higher in temp until it reaches your top basking temp of around 82.

it means make sure his basking spot is in the mid to low 80s and make sure the other areas are in the 70s
as for a basking bulb most people can get by with a standar 40 or 60 watt incandescent - i personally can't for some reason but its no big deal.
if its like 90 in your house, try to find the coolest spot and put the cham there.

It depends on the temps. If the temps are 82 without one then you will not need one. The blog linked below tells you how I keep babies. There's a section about lighting too.

How are you measuring your chams temps? You need a digital temp gun.

Liddy from Kammerflage Kreations recommends a basking temp of 90-95 for babies. I wouldnt take anyones advice over hers personally.
