80-90 basking 76 ambient is fine. If he's chillin let him him chill. One thing you can do is try to get the humidity up just a tad. What's the highest humidity it gets during the day and how long does it stay there?

Is Lehi in Utah?
Sitting under the basking light is something that happens in colder climates in the winter when screen cages are used. Covering three sides if the cage with a shower curtain might help.

Pictures of the chameleon please. Have you noticed any discoloration or odd behavior other than the extra basking? Try reading up on behavioral fevers in reptiles if he is acting odd, in a sick like way.

Chameleons should not be laying down a lot during the day while basking.

KP does the same thing though, he spends about 75% of his time moving around his basking side of his enclosure, and when he finds a spot he likes he lays sideways to get more surface area for more heat, looks exactly like the one in the picture. It’s odd for a Cham to do this? I figured they’re just chillen in there warm area during the day. I mean He goes exploring towards the end of the night and makes his rounds, going down to the bottom, back up, side to side, like a track right before he goes to sleep. But spends most of his day basking like this. (Tried getting current pic but he’s actually hangin out on the cord that holds up his hanging pothos)

Just a few more pictures to show what he does. I don’t think it’s a problem, I think that’s just what some Chams like to do. Just like people, have the ones who are crazy active, then you have the ones who like to just hang out and relax in a comfortable spot. Think it just depends on the personality of the Cham, if there’s no other signs of something wrong I don’t think it’s an issue.

KP is a bit different. KP is exploring and looking for a comfortable basking spot. The OP's cham is staying in one spot for a while, and laying down.
