It looks like a fungal infection of the skin. I'm not 100% certain, of course, but that is my first guess. Fungal infections are very serious and without medical treatment can be fatal.

Are you sure there are no veterinary clinics that can treat him?

There's another more detailed post with the same problem but at a more advanced stage...

https://www.chameleonforums.com/threads/chameleon-skin-bumps-that-look-like-barnicles.9227/

The vet says it's a virus. One of my male panthers has this. I have other male panthers which are all unaffected. Interestingly the father of this one also has this problem, yet they never met or were alive at the same time, so I'm guessing there's a genetic link. It is not caused by humidity (either too much or too little) as some ppl suggest as I have seen cases in both conditions. It also doesn't seem to be caused by too little or too much UVB.
My male is otherwise healthy, he eats well, his food is nutritionally correct and his enclosure is exactly the same as all my other chameleon enclosures, yet they are fine whilst he is inflicted. Dabbing with diluted F10 solution or vetadine or similar products also doesn't seem to help. I have now seen 5 different cases in male panther chameleons, none of which were wild caught nor from related suppliers (apart from my father and son which I bred myself). I am interested if anyone else can shed any more light on this.
