I'm with you. They shouldn't leave them out in this to freeze. I couldn't find anything else on it other then what my dad said.@Alycia said... You said..."I don't think it's state officials bringing them in though"...I dont think it's the officials either...but to me that's kind of strange...even though they are a test they don't deserve to suffer...collect them and kill them humanely instead of letting them freeze to death.
