I am planning on setting up a 24x24x48 cage for a panther cham. I am also planing on purchasing the Tropic Blaze light fixture. My question is, would I also need a basking lamp? thanks!

Fluorescent lights are energy efficient because they generate very little heat. So you're going to need a heat source [light].
Check out this review that shows the fixture. A few pictures lower in the page shows it with 'heat lights on', which are separate incandescent lights.
