I live in California, I was wondering, does anyone know where to buy them, or who sells them online?
Here in the uk if a load of locusts escaped, they'd die pretty quickly due to our rubbish climate. So that maybe our reptile stores can breed them. Might be worth asking at your local reptile store if there is a reason it's so difficult to get them. Chams love them, they're a lot more expensive then crickets but they'll do anything to get to them.
Dubias though.. u can get those!
its not difficult to get them. its impossible.
The US does not allow locusts.

Well crap! I was wanting to find something my panther would eat other than crickets since he basically won't touch them anymore and heard locusts are more attractive to them. My husband won't let me get roaches
But Dubia just look like wood bugs! Really big wood bugs.

The three main staples are crickets, roaches, and silkworms. Is he terrified of worms?
