The same thing happened with my brother's Veiled chameleon when he was using the compact bulbs. After he switched to the Reptisun 5.0 florescent tube, that problem went away.

I've done some research on respiratory infections and I'm not coming across any of those symptoms with my Veiled cham Kiddo. The last thing I was looking out for is when he's sleeping with his nose pointing up and he hasn't done that. Also, the temperatures are fine.
About the white stuff on the nose, will it affect the breathing? My chameleon currently has white stuff on both his nostrils. Will they be breathing with their mouth opened because of the white stuff that's covering the nostrils?

I would not recommend any type of waterfall at least for chameleons as far as my research and other cham keepers have said. Unless.. just like Jac1582 said, if you pretty much clean it out everyday to maintain it to prevent bacteria build up then it would be a great addition to a enclosure...

When I reach in the cage to get him out for cleaning, adjusting, etc.; he shows his black spots and stripes also. Is he trying to attract me? ;) Also, he's only 9 weeks old and he's already trying to get at the ladies? Haha
From time to time I see Kiddo(my 9 weeks old male Veiled cham) show his spots and stripes while he's roaming around in his cage; most of the time he is normal green without the spots and stripes.

Thanks for your imput lysinlight87. In my "ask for help" form I've stated that I'm currently not using a basking lamp due to Kiddo's age. Also there is no excess mucus from him, but I have not tried to listen to any noises/wheezing while he has his mouth open to breath.

Kiddo only opens his mouth when he's in his cage. When I take him out, he hasn't once opened his mouth even when I leave him standing outside the cage.
So they will run a diagnostic on Kiddo and if no respiratory infection is found then I just have to pay for the visit and no need for the antibiotics?
