To echo what the others said, he was much too young to be sold. So don't beat yourself up, you really tried.
For my first cham I purchased one a little bit older (5-6 months) they are much bigger and heartier and easier to learn...
To answer the question, yes, it can. I have a very aggressive, very large male veiled. Handling is done with leather gloves (his grip alone draws blood sometimes) only when I have to (vet, deep cage cleaning etc.) and it's still pretty hard through gloves.
