I have a 3 month old veiled i have a 60 watt basking bulb and a normal uvb i have em both on a 12 hour 6 am- 6pm light cycle the temp is 79.9-85 in the basking and is 70-74 in the other parts of the tank. is this ok? and if not how to I raise/lower the the temps.

It might actually be an infection. The yellow orange skin looks like an infected burn or an infection obtained during his shed. I would still go to the vet either way
absolutley, the longer it stays like that in the moisture of the chamz tank it might collect bacteria in the open wound, causing an infection. i recommend going to the vet to get a cream or something to help the burn
