Around my house it is about 80 to 82 degrees F, and when I turn on my chameleon's basking light it could be as hot as 90 to 100 degrees in his cage! What should I do?

My chameleon keeps her eyes closed almost all day, and when she opens them I only see white stuff, and its not an object because I could see her pupil at the bottom. Does anyone know what this is?
