if you should take him outside, do NOT leave him unattended and make sure it's not too hot outside... he will gape at around 82 degrees at least mine does and then i put him in the shade to cool down
like most reptiles... they gape when it is too hot. they don't sweat so gaping is how they cool themselves... obviously your cage is too hot... think of the region they come from... mountains of Kenya or Hawaiin Mountains... it's pretty cool in the mountains as far as temperature goes which is...

You should also contact ASPCA and let them know what is going on, i called them about a pet store here in Houston and they were out there the very next day... glad to say the chameleons they had are now in a better habitat.:)
aquarium not good for a cham, you should set it up for some poison dart frogs! they are only poisonous in the wild due to the types of insects they eat, captive they will eat pin head crickets and wingless fruit flies.
