I have been using %12 for about 2 years in a heavily planted enclosures that is 4 feet tall. If you leave it sparse with no place to retreat from the uvb, then switch it out. I have 6 panthers but no veileds. No problems.

The set up looks great. My thoughts echo @salty dog. Maybe just wants that tree or a bug. If you have been moving thing and they are slow to settle, then maybe just a bit more time is all he needs. I know things are solid outside for you as far as temps and humidity.

You raise a good point @jamest0o0 . The store i go to, i have not purchased any reptiles from. The husbandry there is good. Correct humidity and plenty of plants/hides.Prices are pretty fair. Where they really make their money is lowballing the seller. They would only pay $90-$100 per cham and...
