Did the repair men work for the landlord? The reason I ask is the reapir men should carry general liability insurance. It covers any damages they could do to someones property or any persons not assoc with the business during the course of doing business. So their general liability policy would cover ALL of your losses. It was their fault the animals died. Their irresponsible actions results in your losses. I would demand to know the name of the repair company and then I would call them and ask to speak to the owner. I would tell him the situation and ask for his liability carriers name and policy number. He may decide to pay for your losses himself to keep the claim from being filed. (Its worth looking into for that big a loss of time and investment)
Haha that was posted when I would not help my little cousin sex them and Identify whether or not his were gravid. Sorry for your loss. I can certainly understand you being upset.
A few years ago, I lost 2 adult deremensis, a couple of dozen conehead babies and a few others because the furnace repair men unplugged my heater while they were repairing the furnace....and left it unplugged. The furnace failed again overnight and since the heater wasn't plugged in they all died. Winters in Ontario must be about like yours.
So I woke up this morning and found 2 babies in the cage on the screen, Since then she has had 4 more. But the thing is she still looks big and she has not had any babies in hours. Is there something wrong, Does she just stay that big or can them giving birth last a LONG time? Also I have 2 that appeared to be dead at first but I left them in there and now they are visibly alive, They are breathing and their eyes are open and moving BUT they are not moving they are just on the bottom of the cage on their sides (is this common) and also any tips from rudis breeders is very much welcomed and appreciated!
I'm telling you if I were you I'd go after the repair mens companies insurance. Thats where your most likely to get some recovered funds. Im in the business I know of which I speak bro...

Wow...that is terrible! I would hold that landlord responsible for the value of those animals!! And definitely give him a sizable piece of my mind as well...
