It all depends, there is no set size guideline it all depends on care, genetics etc...

It definitely depends. I have a female veiled chameleon that is about 1 year old and she is pretty small for her age. She eats and drinks fine, she is just small. Not that I care, I love her so much. Is yours a male or a female? I couldn't tell from the picture. I thought female . . . ?Also, I have the same plastic plant as you in my enclosure (the one that looks like ivy) and it may be my cham's favorite thing. She sleep in it every night. If I had to take a wild guess at your cham's age, I would probably go with around a year. Not sure if that helps, though.
